Pope speaks of 'rough seas' of papacy at emotional farewell

VATICAN CITY (Reuters) - Pope Benedict bid an emotional farewell at his last general audience on Wednesday, acknowledging the "rough seas" that marked his papacy "when it seemed that the Lord was sleeping."

In an unusually public outpouring for such a private man, he alluded to some of the most difficult times of his papacy, which was dogged by sex abuse scandals, leaks of his private papers and reports of infighting among his closest aides.

"Thank you, I am very moved," Benedict told a cheering crowd of more than 150,000 people in St Peter's Square a day before he becomes the first pope to step down in some six centuries.

He said he had great trust in the Church's future, that his abdication was for the good of the Church and asked for prayers for cardinals choosing his successor at a time of crisis.

The Vatican said the address, repeatedly interrupted by applause and cries of "Benedict, Benedict" - was the last by the pope, who as of Thursday evening will have the title "pope emeritus."

"There were moments of joy and light but also moments that were not easy ... there were moments, as there were throughout the history of the Church, when the seas were rough and the wind blew against us and it seemed that the Lord was sleeping," he said.

When he finished the crowd, which spilled over into surrounding streets and included many of the red-hatted cardinals who will elect his successor in a closed doors conclave next month, stood to applaud.

"I took this step in the full knowledge of its gravity and rarity but with a profound serenity of spirit," he said, as people in the crowd wave supportive banners and national flags.

Loving the Church meant, "having the courage to take difficult and anguished choices, always having in mind the good of the church and not oneself," he said.

The pope says he is too old and weak to continue leading a Church beset by crises over child abuse by priests and a leak of confidential Vatican documents showing corruption and rivalry among Vatican officials.

He said he was not "coming down from the cross" but would serve the Church through prayer.

Some of those who have faulted Benedict for resigning have pointed to the late Pope John Paul, who said he would "not come down from the cross" despite his bad health because he believed his suffering could inspire others.

CHURCH CRISIS

Many Catholics and even some close papal aides were stunned by his decision on February 11 and concerned about the impact it will have on a Church torn by divisions.

Most in the square were supportive of Benedict, an increasingly frail figure in the last months of his papacy.

"He did what he had to do in his conscience before God," said Sister Carmel, from a city north of Rome, who came to the capital with her fellow nuns and members of her parish.

"This is a day in which we are called to trust in the Lord, a day of hope," she said. "There is no room for sadness here today. We have to pray, there are many problems in the Church but we have to trust in the Lord."

Not everyone agreed.

"He was a disaster. It's good for everyone that he resigned," said Peter McNamara, 61, an Australian of Irish descent who said he had come to the square "to witness history".

The pope, a theologian and professor, never felt truly comfortable with the weight of the papacy and many Catholics feel that, although he was a towering Church figure, perhaps the cardinals should have chosen someone else in 2005.

"It was clear from the start that he was more at home in a library," said Carla Manton, 65. "A very good man but he realized in his heart that this was the right thing to do for himself and the Church and now he will pray, he will pray for all of us."

Benedict will move to the papal summer residence south of Rome on Thursday night and later to a convent in the Vatican.

He will lay aside the red "shoes of the fisherman" that have been part of his papal attire and wear brown loafers given to him by shoemakers during a trip to Leon, Mexico last year. He will wear a "simple white cassock", the Vatican said.

His lead seal and his ring of office, known as the "ring of the fisherman", will be destroyed according to Church rules, just as if he had died.

The Vatican said on Tuesday that the pope was sifting through documents to see which will remain in the Vatican and go into the archives of his papacy and which "are of a personal nature and he will take to his new residence".

Among the documents left for the next pope will be a confidential report by three cardinals into the "Vatileaks" affair last year when Benedict's former butler revealed private papers showing corruption and in-fighting inside the Vatican.

The new pope will inherit a Church marked by Vatileaks and child abuse scandals involving priests in Europe and the United States, both of which may have weighed on Benedict's decision.

On Thursday, he will greet cardinals in Rome. That afternoon he will fly by helicopter to the papal summer retreat at Castel Gandolfo, a 15-minute journey. In his last appearance as pope, he will greet residents and well-wishers in a small square.

At 8 p.m. the Swiss Guards who stand as sentries at the residence will march off in a sign that the papacy is vacant.

Benedict changed Church rules so that cardinals who start pre-conclave meetings on Friday could begin the conclave earlier than the 15 days after the papacy becomes vacant prescribed by the previous law.

The Vatican appears to be aiming to have a new pope elected by mid-March and installed before Palm Sunday on March 24 so he can preside at Holy Week services leading to Easter.

Cardinals have begun informal consultations by phone and email in the past two weeks since Benedict said he was quitting.

Breakthrough in sight for cataract treatment

Feb. 28, 2013 ? A professor at London's Kingston University has made a discovery about the shape of the eye that could boost the effectiveness of human-made lenses used in cataract operations.

Research carried out by Professor Barbara Pierscionek and a team of fellow vision experts suggests that the way proteins are distributed in the lens of the eye may cause its gradient to be stepped rather than smooth as previously thought. The finding could give a new insight into the way the eye grows and lead to major improvements in synthetic lenses used in surgery to treat patients who have developed cataracts.

Artificial replacements did not currently match the quality of real ones, Professor Pierscionek said. "However this research could help give patients better vision if manufacturers use it to develop an improved lens able to change focus," she explained.

Professor Pierscionek, the Associate Dean of Research and Enterprise at Kingston's Faculty of Science, Engineering and Computing, has devoted two decades to researching the eye's lens. Her work has explored its biochemical, optical and mechanical properties. Since the lens is one of the few organs in the body that does not replenish itself, it is a model for aging. "The lens is the key to a lot of things -- we just haven't unlocked its full potential yet. It has the capacity to tell us what has happened to a person throughout their life and their disease state," Professor Pierscionek said.

Cataracts can occur at any age, but often develop as people get older. In the United Kingdom, an estimated one in three people over the age of 65 is affected. Smoking and UV radiation are thought to be causes and they can also occur in people with diseases such as diabetes. The condition may gradually make vision more blurred and make it difficult to see in poor light. Treatment usually involves replacing the affected lens with an artificial one.

Professor Pierscionek carried out much of her most recent research at Japan's Spring-8 synchrotron facility -- home of the world's largest third generation synchrotron. It accelerates electrons close to the speed of light to generate X-rays and other beams. The electrons are injected into a storage ring 1.4km in diameter, with the resultant X-rays fed into experimental stations dotted around the site. "These X-rays can penetrate parts of the body and soft tissue better than other forms of radiation," Professor Pierscionek said. "This allows engineers and scientists to look deeply into anything from metal to bacteria." When taking measurements it was important to keep the sample as close as possible to its natural state, Professor Pierscionek said. "The synchrotron is so sophisticated that it allows us to measure the lenses while they are still in the eyeball."

Some of the research has been conducted in collaboration with scientists from the Spring-8 facility and Cardiff University. It is being funded by eye research charity Fight for Sight as well as grants from Spring-8, which has provided use of the synchrotron.

Further analysis is now being carried out in laboratories at Kingston University. Professor Pierscionek and her team are working with Dr Mehdi Bahram, a researcher funded by Fight for Sight, using ray tracing and mathematical modelling. The work involves projecting lasers of different colours through different parts of the lens to trace their paths. The information will then be used to help develop lenses with improved optical quality.

CyanogenMod 10.1-toting photography fans are in for a treat: the latest version of the modified Android OS now packs an HDR mode, which was in development for three months, within its stock camera app. When a user snaps a photo with the function, a total of three pictures (one at minimal, neutral and maximum exposures) are taken and combined into a single HDR image with the help of an algorithm. Differences in shutter speed, sensors and optics means quality will vary across smartphones, but the CyanogenMod team says that mid- to high-end devices outfitted with decent imaging hardware -- especially those with zero shutter lag -- should perform admirably. Of course, the group also recommends using a stand or tripod to thwart movement and vibration from fouling up photos. Android Central points out that a few handset builds haven't received the update, so a handful of CyanogenMod-wielding photogs will still have to get their HDR fix elsewhere.

Singer Emeli Sande wins big at predictable BRIT awards

LONDON (Reuters) - Scottish singer Emeli Sande won the coveted best album honour at the BRIT Awards on Wednesday for "Our Version of Events", confirming her status as favourite going into British pop's big night of the year.

The 25-year-old, who received a major boost by appearing at the Olympics opening and closing ceremonies last summer, also picked up the best British female artist on a night of few surprises in terms of winners and on-stage antics.

"I think I'm a very unlikely pop star," an emotional Sande told a packed O2 Arena in London on receiving the best album prize.

"This is an album I wrote because I didn't have the confidence to sing these things in person. This is a dream, really, so thank you for this year and thank you for this award. I'm so grateful."

Sande capped her success by performing a medley of "Clown" and "Next to Me" to close the ceremony, broadcast live on commercial channel ITV.

The other multiple winner was singer-songwriter Ben Howard, who picked up two of the dotted statuettes designed by Damien Hirst, for British breakthrough act and British male solo.

Among the most popular triumphs was that of Frank Ocean, American R&B star who beat acts including Bruce Springsteen and Jack White to land the international male solo artist prize.

"Before this year I didn't get me any trophies in my life and I'm definitely a long way from working fast food in New Orleans," he told the audience, referring to his humble upbringing before breaking into the musical mainstream.

Devon rockers Muse got the annual awards ceremony off to a rousing start with "Supremacy", complete with fireworks and a full orchestra standing on balconies behind them.

Justin Timberlake wore a tuxedo to perform "Mirrors", continuing his pop comeback ahead of the March release of "The 20/20 Experience", his first album since 2006.

Taylor Swift donned a white, floating gown for "I Knew You Were Trouble" before an instant change into a figure-hugging black outfit complete with skimpy shorts and knee-length boots.

STYLES BLUSHES

One Direction received one of the loudest screams of the night as they took to the stage to sing charity single "One Way Or Another", which has reached No. 1 in 60 countries, underlining their status as global stars.

In recognition of that international reach, they were honoured with the BRITs global success award.

James Corden, the comedian hosting the ceremony, made joking reference to One Direction's Harry Styles and his highly public love life.

"Sharon Osbourne is here, Annie Lennox is here. Who have you got your eye on?" Corden asked.

Styles, seated along with his band mates at a dinner table in a room packed with hundreds of other stars and industry bigwigs, smiled sheepishly and hid his face behind an awards program.

Robbie Williams, who has won a record-breaking 12 BRIT Awards as a solo artist, sang "Candy", and Mumford & Sons, winners of the British group award, performed "I Will Wait".

In the most hotly contested best album category, Sande had been up against Mumford & Sons for "Babel", Alt-J ("An Awesome Wave"), Paloma Faith ("Fall to Grace") and Plan B ("Ill Manors").

Sande's was Britain's best-selling album in 2012, but the ongoing slump in CD sales last year loomed over what should be a celebration of the vibrant state of the country's pop music scene.

According to official figures, overall British album sales fell 11.2 percent to 100.5 million in 2012, despite a rise of nearly 15 percent in digital album sales.

While digital downloads account for an increasing share of record label revenues, the bulk still comes from physical CDs, and the steady decline blamed on online piracy and a shift towards buying singles online is a major concern.

Adele added to her groaning trophy cabinet with the best single award for James Bond theme "Skyfall". She was in Los Angeles rehearsing for her performance at the Oscars ceremony on Sunday and so was unable to collect the trophy in person.

American singer Lana Del Rey scooped the international female award, while Coldplay pipped The Rolling Stones to the best live act prize.

Veteran rockers the Stones were shortlisted after returning to the stage for a short, sell-out tour of London and the United States at the end of 2012 to mark 50 years in the business. The last time they were nominated for a BRIT was in 1996.

Greece's weakened workforce starts to crack

(AP) ? Looking out across a room full of reporters gathered to welcome French President Francois Hollande on Tuesday, Greece's President Karolos Papoulias gave a stark warning about the state of the country after three harsh years of government spending cuts, joblessness and tax hikes.

"We are faced with a societal explosion if any more pressure is put on society," he said.

Not only are Greece's 1.35 million unemployed unable to make ends meet, but a growing number of those still employed are struggling to feed, heat and clothe themselves ? and pay the increasingly hefty taxes the government is relying on to turn the economy around.

Greece's largest union, the GSEE, has called a general strike Wednesday to protest a new series of austerity measures. It warns that the labor force ? which includes a large public sector ? has been too badly weakened to help the battered country recover.

Since it was priced out of the international debt markets in 2010, Greece has relied on emergency loans from other eurozone countries and the International Monetary Fund. To continue receiving these loans, Athens has had to agree to harsh spending cuts and tax hikes to try and lower public debt. These measures, however, have also put the brakes on Greece's economy.

The country, of nearly 11 million people, is stuck in a five-year recession. Greece now has the highest unemployment rate in the 17-strong group of European Union countries that use the euro, with 27 percent out of work ? 60 percent of those aged under 24.

The crisis has left 450,000 households with no one working, while a one-year limit on unemployment benefits ? and strict rules to qualify for them ? mean just 225,000 jobless Greeks are currently receiving monthly state assistance.

Maria Kanga, an unemployed mother of two, is worried about what she'll do when her assistance runs out this summer.

She was fired from a chain of record stores that went out of business last year. Along with more than 150 other employees, she was left unpaid for five months and then received no severance money.

Protesting outside a Eurovision Song Contest event hosted by a company co-owned by her former employer, Kanga summed up her situation: "We've cut back on everything ... My daughter is 12 years old. She has one pair of shoes. If they get wet, there are no spares."

"Greece is not a country of bright lights and flashy events. It's a country with people committing suicide, of those unable to feed their kids properly, or who steal from the supermarket ... It's happening to everybody. We are these people."

Normally, those left in employment would be able to help support a government and the economy by spending and paying their taxes. But in Greece, as jobs continue to vanish at an alarming rate, hundreds of thousands of workers are no longer paid regularly, with struggling businesses unable ? or sometimes unwilling ? to pay their payrolls.

According to union researchers, two-thirds of employees in the hammered private sector no longer receive regular pay. Adding to these problems are the large increases in taxes that Greeks have to pay.

To compound the problem, Greece's government has imposed emergency taxes on workers to help pay down its debts. Last summer, all but the lowest-paid employees were slapped with an emergency bill in additional taxes, often for several thousand euros. Meanwhile, further charges were levied on electricity bills, with households that failed to pay disconnected from the power grid. And another round of tax hikes took effect this year.

That pressure is pushing Greece toward a tipping point at which too many demands placed on a shrinking tax base, argues Savas Robolis, a professor of economics and public policy at Panteion University in Athens and lead researcher at the GSEE union.

According to government data analyzed by the GSEE, 3.6 million people out of a population of 11 million are working, with 1.6 million employed by private-sector companies ? that's down from around 2.5 million before the crisis broke in 2010.

"Out of them, about 600,000 are left who still work an eight-hour day and are paid regularly," Robolis says. "The remainder ? a million workers ? have had their hours cut or are getting paid late, four or five months late. They are in a state of desperation."

"In other words, Greek workers and unemployed people may soon not have enough money left to pay taxes while covering their basic needs. If that happens, it would be the worst possible outcome for the Greek economy and Greek society."

That, he argues, could leave the government unable fully cover its own commitments ? including wage and pension payments ? causing even greater poverty.

Early signs from 2013, suggest high taxes may be backfiring: January revenues sank ?572 million ($765 million) from last year's figure to ?4.42 billion ($5.91 billion), despite a raft of additional demands on tax payers.

When contacted by the Associated Press, officials the government's powerful new Department of Public Revenue refused to confirm widespread local media reports that 2.5 million tax payers will be sent notices starting next month demanding overdue payments.

"The question is when the tax capacity is used up ... Up until now, the state has fallen behind on payments to suppliers but it is able to pay wages and salaries," Robolis said.

"But if the situation gets worse I'm not certain it will be able to. If you look at other countries that went through a crisis ... when then they reached a certain point and the state told them they could not pay them, that's when the tension flared up."

Suspect in South Florida manhunt found dead

One of the two suspects who was the subject of an intense manhunt following a shootout with detectives at a West Kendall, Fla., home has been found dead in an apparent suicide, police said Wednesday.

Miami-Dade Police confirmed that the body of Dell Peter DiGiovanni was found in the area of Southwest 48th Terrace and Southwest 147th Place, as officers conducted a massive manhunt following the Tuesday night shootout.

The discovery came just hours after a burned body was found inside the home in the 15400 block of Southwest 57th Street where the incident began. The body found in the home hasn't been identified.

Police had been searching for Digiovanni, 50, and relative Michael Steven DiGiovanni, 28, following the shooting that happened around 7:15 p.m. when detectives approached the home and came under fire from the suspects.

As detectives returned fire, the house caught fire, police said. None of the officers were injured.

A third suspect, Brian Kelly Howell, 29, was taken into custody after officers set up a perimeter from Miller Drive to 64th Avenue and from SW 142nd Avenue to SW 157th Avenue, Miami-Dade Police said.?

Police had said Dell and Michael DiGiovanni were said to be on the run and likely armed and dangerous.

Miami-Dade Police spokesman Alvaro Zabaleta said the suspects were related but the exact nature of their relationship was unknown.

Zabaleta had earlier said there was still a possibility that someone, including one of the suspects, could be inside the house that was set on fire.

"We have not been able to enter or process the house itself because of the fact that it's still considered to be unsafe, fire has not been able to get to it because it's still too hot," Zabaleta said Wednesday.

When officers and firefighters entered the home Wednesday morning, they discovered the body.

Virginia Beach songwriter taking bite of the Big Apple

VIRGINIA BEACH

Winston O?Brien recently moved from Virginia Beach to New York City with hopes of broadening his music career.

The 25-year-old bought his first guitar five years ago and describes his music as ?aggressive indie folk.? He has written 92 songs, including one inspired by a road he often traveled in Virginia Beach.

?I delivered pizza on Elbow Road for a long time for Papa John?s,? O?Brien said during a recent phone interview. ?There?s a myth that if you go at night and look in your car?s rearview mirror, a witch will appear.?

Witches make for good lyrics.

O?Brien started his public music career as a regular performer at the KOA campground on General Booth Boulevard.

?There?s a bunch of older people there who liked to do the cover music,? O?Brien said, ?then I was the young buck coming in with the simple songs. It was a great community.?

Until last month, O?Brien was a server at Steinhilber?s restaurant in Thalia and a singer at various small venues in Hampton Roads.

He grew up in the Pocahantas Village neighborhood and graduated from Kempville High School in 2005. Back then, his name was John Myers Jr. Two years ago, while retuning his identity, he started going by Winston O?Brien.

O?Brien would organize his own music festivals and perform in his grandmother?s backyard in Birchwood.

?He had always enjoyed journaling and writing,? said his grandmother, Pat McNeil, ?and that was the piece that gives him his desire to make music.?

Within days of his move to New York, O?Brien found a room to rent in Manhattan and started performing his music on nights when he?s not at his restaurant job.

His grandmother has her fears of what life might be like in the big city, but is very proud of her grandson?s stepping out.

?He?s more reflective than outgoing,? McNeil said. ?It?s a real wonderful gift that he?s doing this, because he?s not a risk-taker.?

Jan. 24: ?I canvassed 70th to 90th streets on Columbus and Amsterdam avenues. Arriving with 50 resumes, I had 13 left when I was done.

Jan. 25: ?Continuing the momentum, I went to find several specific restaurants that were hiring from Craigslist. I entered Firehouse restaurant, and Carl Wilson called the manager of A.G. Kitchen (the two restaurants are part of the same family business), where I quickly walked for an on-the-spot interview, and was hired.

Feb. 8: ?I?m feeling established and settled in. I?m making some friends. I can see upward momentum with the job thing, and I?m still focusing on making music and playing music. I did a four-day mini-tour to get to know New York. ?

32-year-old history professors death stuns Montgomery County Community College

POTTSTOWN ? Officials at Montgomery County Community College have confirmed the unexpected death Monday night of a young history professor who taught at the college?s West Campus in Pottstown.

The cause of death was not known at press time.

Ryan Johnson, who sources said was 32 years old, was an Assistant Professor of History at the college.

Johnson came the college in August 2006 as a part-time lecturer and then was appointed Instructor of History in 2007.

He was promoted to the rank of Assistant Professor of History in 2011.

Johnson earned his B.A. in Computer Science and M.A. in History from the University of North Carolina at Charlotte.

On Jan. 25, he received a Doctorate of Philosophy in History from Temple University.

According to a statement issued by college spokesperson Alana Mauger, ?Ryan was a passionate, dedicated teacher who touched the lives of many students through his dynamic classroom environment. He was fully engaged with students outside of the classroom, serving as the Co-Advisor to Phi Theta Kappa Chapter at West Campus since 2009, taking students on field trips to the United States Holocaust Memorial Museum in Washington, DC, and holding an abundance of open office hours. Ryan also provided service to the College as Coordinator of History, Faculty Mentor, and Faculty Union Executive Committee member.?

Google Chairman Eric Schmidt calls out China in book

Google Chairman Eric Schmidt's opinion that China is the world's No. 1 hacker is shared by many in Silicon Valley. What has the business world buzzing is that he publicly called out that country's Communist leaders in an upcoming book.

In "The New Digital Age," to be published in April, Schmidt and co-author Jared Cohen, a former State Department official who now heads the think tank Google Ideas, say China is the "most sophisticated and prolific" cyberthief threatening foreign companies. They also call China the "world's most active and enthusiastic filterer of information." And they say cyberattacks by China's state-associated firms are economically damaging to America.

speech in the name of promoting a "harmonious" society, denies engaging in cyber-espionage. But Western companies and the U.S. government say otherwise.

Schmidt is the highest profile Silicon Valley tech executive to publicly take China to task over censorship and cyberattacks. It's a move that could further damage his company's prospects in the world's largest Internet market, some experts say. But it could also signal the beginning of a push-back by U.S. executives against what they see as China's cyberthefts and censorship.

"You hear this kind of thing in private" among executives, said Rebecca MacKinnon, senior fellow at the New America Foundation and an expert on global Internet policy. "But it's rare to hear this on the

record, in writing."

Schmidt was Google's chief executive in 2010 when the Mountain View Internet giant challenged Communist leaders by halting the practice of self-censoring searches in China. Instead, Google rerouted traffic through its site in Hong Kong, where mainland China's censorship rules do not apply.

As a result, Google's share of China's Internet search market has plunged from about 35.9 percent at its peak at the end of 2009 to 15.2 percent in the fourth quarter of 2012, while local rival Baidu claimed 78.6 percent, according to Beijing-based research firm Analysys International. Google's free Gmail service is continuously disrupted and its Web-based word processor, spreadsheet, presentation and data storage services have been blocked in China. Likewise, Google's YouTube video site is blocked. In September, Google shut down its China music download service and three months later its China-based shopping search business.

In China, Schmidt's book is apt to be read as a broadside from Google rather than just the judgment of the authors, said Anna Han, a Santa Clara University business law professor who advises U.S. companies operating in China.

Because Google has effectively pulled out of China, Schmidt is more free to criticize its government than are executives of other U.S. companies with operations there, who would fear retaliation, said Eva Galperin of the San Francisco-based Electronic Frontier Foundation.

BGC Partners analyst Colin Gillis, though, said Google still has an important stake in China.

"Things could get worse," he said. The "Android (operating system) could be banned. Some of their other services could be shut down."

In their book, Schmidt and Cohen recount Google's decision to stop censoring searches in China after a sophisticated cyberattack on the company's intellectual property in late 2009, an assault it believes was directed by the Chinese government or its agents.

Google is not the only prominent U.S. company to complain of attack by hackers in China. The New York Times, Washington Post, Wall Street Journal and Bloomberg News recently reported they were victims of Chinese cyberattacks.

Schmidt and Cohen express concern not only about the Chinese government but also about Chinese technology giants, such as Huawei, which last fall was deemed a security risk by the U.S. House Intelligence Committee because its telecommunications equipment could be used for spying.

Schmidt and Cohen say that because of close ties between large Chinese companies and China's government, the growing global might of the technology giants enhances the influence of their government. Where Huawei gains market share, they write, the "influence and reach" of China's government grows.

Schmidt's concerns are echoed by many in the tech industry, MacKinnon said.

In December, for example, TechAmerica, TechNet, the Internet Association and other tech groups joined the Obama administration in opposing a treaty supported by China and other developing countries that could have given governments more control of the Internet.

"We are starting to see companies kind of take more of a stand than they might have (in the past) and maybe Schmidt is out in front," MacKinnon said.

Ed Black, CEO of the Computer & Communications Industry Association, said Schmidt is well qualified to criticize China.

"He has been exposed so much to what China is doing and understands the significance of China that not to talk about it would be out of place," he said.

Black, too, has spoken out, testifying twice before Congress. As a result, his organization has been targeted by hackers he believes are based in China.

"We came under massive assault," Black said.

Egypt sees weaker-than-projected economic growth

CAIRO (Reuters) - Egypt's annual economic growth rate will hit 3 percent by end-June, below the government's projected 4 percent because of political instability, the Planning and International Cooperation Minister said on Monday.

In remarks reported by the state news agency, Ashraf al-Araby also said the rate of annual growth was around 2.5 percent in the three months ending in December. Egypt's fiscal year runs from July to June.

Referring to the 4 percent growth rate targeted by the government, Araby said: "The current political events hampered that."

The Egyptian economy has been hit by more than two years of turmoil since the popular uprising that swept Hosni Mubarak from power in February 2011. The unrest has driven away tourists and investors.

President Mohamed Mursi's efforts to get the economy moving again have been hit since late November by unrest set off by what his opponents saw as an attempt at political domination - a claim rebuffed by his administration.

The instability has triggered a flight into U.S. dollars and an 8 percent fall in the value of the Egyptian pound. The country's reserves of hard currency have also dipped, falling to $13.6 billion in January - below the $15 billion level needed to cover three months worth of imports.

Egypt is seeking a $4.8 billion loan from the International Monetary Fund, though many economists expect conclusion of an agreement to be postponed until after parliamentary elections due to get underway in April or May.

Government officials have repeatedly said they expect an IMF delegation to arrive soon to complete talks on the loan, which was agreed in principle in November but postponed in December at Cairo's behest because of the political turmoil in the country.

Araby said the IMF delegation would arrive "in the next few weeks" to finish the talks.

Now if Bradford can get to a League cup final, so can everton over the long period Moyes has been there but he hasnt. Now i know Arsenal have a better infrastucture and can pull in better players but they still had limited funds for far to long, virtually none infact. If Moyes is getting praised for getting everton competing above their weigh season after season, yet winning nothing. Then so should Wenger because thats whats hes been doing, 95% of prem teams have spent more than Arsenal over the past decade yet hes got them in the champs league every season(this season for the first time he may not but still to play for).

Liverpool, Spurs, Chelsea to name a few and spent zillions more than wenger, yet time and time again he finishes above them. Now i know he had a great sqaud and great infrastructure when all this wheelling and dealing started to keep arsenal in the top 4. Yet a great sqaud can turn to a not so great sqaud in no time if you dont keep adding to it with the right quality, or replacing like for like the quality players you lose, and Arsenal season after season keep losing their best players and dont get the added funds, only what they bring in. Fergie in his whole reign has only been in that situation once, yes once.. the only player that has left MU that probably he really really didnt want to lose is Ronaldo. This has been happening to Wenger every season for a long time. Now i loved to see what Fergie would of done if he was forced to lose.. scholes, giggs, rooney and likes which is exactly what has been happening to Wenger.

Now last season and this season are first season Arsenal have struggled some what to get champs league football but what the hell do you expect on zero net spend for a decade or so, i read one article saying hes spend an average of 2mil a season since hes took over.Thats staggering low amount for a champs league team since hes been there.

Now their is reason why Arsenal havnt been spending like other big clubs, a new stadium and a plan to clear the debt that got the stadium built. Its clear as the sky blue the plan over the past decade has been to clear the debt by spending very little and keeping getting champs league to bring in the money to clear the debt. That goal has been acheived, thats a brilliant achievement. Now next season with the fair play rules coming into play and the mega money the prem teams are gonna get season, yes mega money, completely drawfs the current deal, Arsenal are going to start spending again and it wont have any effect on the them financial as they are in a great position financially.. Nobody more than Wenger derserves to be in the Arsenal job next season to have the luxury of finally start spending again while keeping the best players, as hes one thats got them in the great position they are in. Yes they miss out champs league next but financially it doesnt matter to Aresnal now and thats down to Wenger.
